System 102 Officers

These officers guide and direct the union, assist with grievances, lead contract negotiations, organize members for political action and maintain healthy partnerships with our international union and other allies. Except for the president, we are volunteers who have stepped up to help make our union stronger.

William J. Sterner - President Print E-mail
In April of 1973, Bill began his career with Allegheny Power as an apprentice lineman working out of the Charleroi Service Center. During his 32 years of employment, he progressed to Lead Lineman, working in that capacity until he took a leave of absence in 1997 to serve as the elected President of System Local 102.

Robert J. Lavely – Secretary Treasurer Print E-mail
Bob started his career with Allegheny on June 26, 1978 as a Substation Electrician. His years of experience have brought him to his current position of Substation Construction Crew Leader. Bob’s work location is Latrobe. Employees represented by UWUA, Local 102 working in Latrobe are members of Local 102-D.

Dave Peterson – Vice President Area A Print E-mail
David Peterson began his career with Allegheny on September 26, 1993 as Meter Reader A. His current position is Lineman A at St. Marys Service Center.

Timothy Medice – Vice President Area B Print E-mail

Tim first was employed by Allegheny at the Arnold Service Center in October of 1974 as a temporary laborer. On May 10, 1976, Tim was hired as a Substation Electrician Apprentice and began his career with Allegheny. Tim advanced from Apprentice through Electrician A and in 1986 took an Apprentice Lineman position. He progressed through the lineman classifications and in January of 1992, Tim became a Lead Lineman. Tim currently is a Lead Lineman working out of the Butler Service Center.

Robert Whalen – Vice President Area C Print E-mail
Robert Whalen began his career with Allegheny Energy on January 31, 1977 as an Apprentice Lineman. Bob progressed through the classifications, Lineman B and Lineman A and then moved in to the Meter Technician position in 1982. In 1984, Bob became a Control Technician until 1989 when he worked as Service Foreman. In 1990, Bob settled into his current job as a Control Technician in Pleasant Valley. During these years of service with Allegheny, Bob earned an Associate Degree in Electronics which was funded by Allegheny.

Harold Fabean – Vice President Area D Print E-mail
Harold began his career with Allegheny Energy on April 30, 1973 as an apprentice lineman. Harold has progressed through the lineman classifications and is currently a lead lineman working out of the Charleroi Service Center.

Thomas Hall – Vice President Area E Print E-mail
Tom started his career with Allegheny on November 1, 1978 at Hatfield Power Station. Tom's position with Allegheny is an OpTech M IV. During Tom’s 29 years of service, he has become an advocate of employees’ rights and safety in the work place. Safety has always been very important during his employment with Allegheny. He has served as the Chairmen of the Joint Safety Committee and has been active in Safety Committees throughout his career. He began his Union career as a Steward for his home Local, and also served as the Vice President of Local 102M which represents members working at Hatfield and Lake Lynn Power Stations.

Ronald Kinna – Vice President Area G Print E-mail
Ron began his employment with Allegheny on October 23, 1987 at the Frederick Service Center. During his 18 years of employment, Ron has advanced from Lineman Apprentice to his current position of Lead Lineman.
